Blocking people for their voting is a misuse of the block function, in my opinion. As, the primary reason one would do so, would be a vote against themselves. Thus, to block someone for this reason is done to prevent future votes by this person, or a perceived "edge" on the part of the person blocking them.

Blocking should be a function used when, for example, you're being spammed or harassed.
