Why not do a draft?
Every crew leader agrees to disband all members, except maybe 2 leaders, and 1 captain.
Everyone else gets sent to the draft pool. Every crew starts with their preferred 3, and then builds from there until every crew has 8. That'll be the limit.
Or just leave it how it is and have AC's sitting at the top of the pyramid
