this has happened to everyone for months.
To be fair, I'm partially to blame because I realized that I could work around the system and rate a cypher whatever I wanted (10, 11, 666, enchilada breakfast). Apparently the "fix" to this malfunctioned and prevented anyone from rating cyphers at all.
