#3 Drugs are so heavily clamped down for dealing, not use.
#4 No one ever goes to jail on a minor speeding charge.

While I agree that most people who are outspoken against the police are generally not the people following laws to a T, but cops in America are pretty brutal and corrupt compared to other countries. Most of the time, though, they're just incompetent, especially in inner cities and more ghetto areas. In a lot of cities, the average emergency response time for the worst crimes is over an hour and they only solve 8-10% of cases.
