In the version I've played you have to tactically place your settlements, reap in the resources based on dice rolls and then you compete to build as fast as possible. There was no military involved but I know there are a tonne of extensions.

I've never actually played Settlers of Catan, lol. I just assumed that it must have soldiers in it, like Risk, since I usually see those two put in the same category.
