All Staff VP lowered.

All staff VP has been lowered to 3. This includes any and all accounts staff may have.

Also, educated members who are good, honest voters will have the opportunity to have their VP raised up to 3 as well.

Hopefully this move can make members feel better about battles and votes on their battles.
