Implementing Mercy Rule for battles

So I was looking at a few battles that had a considerable amount of votes going to one person. My question is, can a battle possibly be ended when say battler A has 5+ votes and battler B has 0?

I'm just sick of seeing battles lingering on the battles closing soon list that have obvious outcomes regarding the votes.

Even so, if a mod sees a battle that should have been ended regardless of vp, like, an unquestionable win, they should be allowed to close it AS LONG as the person they're closing it in favor of has over 5 votes
