Yeah... everything is taken a little too seriously. Banning the dude just shows that he has gotten under some people's skins: Giving him the victory, in a sense.
If someone is seemingly being annoying, inappropriate and out-of-order. You should just ignore them... when they stop getting attention, they hibernate.
